What is Tutor

Autostrade per l'Italia launched project development in 2004 based on an idea backed by the Italian Traffic Police and consumer associations.

The Italian Traffic Police and the Ministry of Infrastructure and Transport contributed to defining the operating specifications of the system which, following a trial phase, underwent the ministerial approval process, wit approval in December 2004.

The Tutor is the first instrument in Italy that is compliant with the new standards that allow automated fines to be issued for speed limit infringements with the need for the physical presence of a police officer.

The Tutor is an innovative system that allows the average speed of vehicles to be detected.

The system was developed by Autostrade per l'Italia and is managed by the Italian Traffic Police, which is the only party entitled by law to use the system for detecting and issuing fines for confirmed infringements.
Within the meaning of Art. 208 of legislative decree no. 285/1992, fines are issued and collected by the State and do not, in any way shape or form, benefit Autostrade per l'Italia.

Project strengths

Innovative: its main function being detection of the average speed on a highway stretch, a function that is entirely novel in Italy and one of the earliest applications in Europe and around the world.

Effective: unlike traditional systems, the Tutor allows excess speed as habitual driving behaviour to be detected and is, moreover, able to operate under any weather condition and lighting conditions (at night, in the rain, in fog with visibility of up to 30/40 meters).

Fully automatic: since it identifies the vehicle class according to the various speed limits as set out by the Code and, once the violation has been identified and confirmed by a police officer, it searches the archives of the Italian department of transport to trace the owner, fills out and and prints out the report pending original signature and, at the same time, electronically forwards the data to Poste Italiane's processing and printing centre for service on the offender.

Operation

The Tutor system has been installed along routes with above average mortality rates. It is currently in operation on more than 2,500 km of lanes along the Autostrade per l'Italia Group network where a significant reduction in the average speed (-15%) and peak speed (-25%) has been recorded, resulting in a marked decrease in the number of accidents and in the consequences to people.

Following its first 12 months of operation the mortality rate fell -51% on the routes along which Tutor had been  installed. Today the mortality rate along the entire network has seen a reduction of around 81,5%, also thanks to the fundamental role played by the Tutor system.

Special warning signs have been installed on all highway stretches with the Tutor system.

In collaboration with the Italian Traffic Police, we are gradually installing the Tutor system along routes with higher than average mortality rates.

Privacy policy

Autostrade per l'Italia and the consumer associations have done their utmost to ensure motorist privacy. The license plates of vehicles that comply with the speed limits are immediately deleted and, moreover, vehicles cannot be tracked through the Tutor for purposes other than speed calculation.

1The entrance portal sensor detects the category of vehicle (car, motorbike, truck, bus, etc.) and activates the cameras that take the picture, recording the date and time of transit.
2The following portal sensor performs the same operations as the first one, capturing the vehicle again and recording the date and time of transit.
3A central system matches the data recorded by the cameras of the two portals, calculating the travel times of each vehicle. Data from vehicles whose travel times do not exceed the permitted times on the relevant route are immediately deleted.
4In the case of vehicles breaching the rules, the system automatically queries the archives of the state authority for motor vehicles and the archives of car rental companies to trace the vehicle owner and driver respectively. The violations are then verified by the Traffic Police and the system fills out and prints the report, electronically forwarding the data for the notification procedure to the offender. The operation of Tutor is totally independent of the presence or absence of an electronic toll system in the vehicle.
Operation
1Tutors also operates at night, in the rain and in fog with reduced visibility.
2When the limit is lowered to 110 km/h in the rain, the Tutor limit is also lowered by decision of the Traffic Police.
3Tutors are able to recognise the type of vehicle (cars, cars with trailers, motorbikes, trucks, buses). Tutors are also able to detect the presence of trailers connected to the vehicle and, consequently, associate the corresponding speed limit.
4The cameras are also able to detect vehicles travelling in the emergency lane.
5The presence of Tutors is always signalled by special green signs installed near and under the portals. Its operation is, however, independent of the publication of the relevant message on the light panels.
6Penalties are imposed and collected directly by the State and therefore do not benefit Autostrade per l'Italia.
7Tutors operate independently of the trajectory of the vehicle when passing under the portals. Tutors are also able to correctly detect vehicles transiting diagonally or straddling lanes.
8The presence of the electronic toll device in the car does not affect the operation of the control system. Tutors can detect the plate number and notify a fine to anyone exceeding the permitted speed limit, even if they do not have an electronic toll device. Any acoustic signal emitted by the electronic toll device when passing under the portals where the Tutor is installed is due to the presence on the same portal of the system for detecting travel times based on the transits of the electronic toll device and indicates that the batteries of the device are low.
9The control system stores vehicle data but only for the purpose of assessing the offence: the data of vehicles that break the limits are used for the notification of the fine, while the data of vehicles whose speed does not exceed the permitted speed are automatically deleted. The system operates in full compliance with privacy regulations
